I've only just started dabbling a bit with snow bases.
I'd mix up some snow flock + pva glue + a drop of a brown / grey paint to taste

There was quite alot of dirty slushy snow on the Teutonic Knights base, it's just a mix of gloss Acrylic medium, bi-carb and Mig 'Dark Mud' weathering powder. You can vary the mix to control the colour from almost pure mud to off-colour snow.
Just remember that mig weathering powders go along way, you need very very little.
Easy ;)
